Are you an experienced leader passionate about creating safe, healing environments for those in recovery? Join The Meadowglade as a Program Manager – RTC and take the helm of our 6-bed Adult Residential Treatment Facility (ARF).

In this role, you'll ensure day-to-day operational excellence while overseeing client safety, staff development, documentation compliance, and adherence to California Department of Social Services (DSS) & CARF regulations. You'll collaborate with clinical teams, lead facility tours and admissions, and serve as the primary operational contact for clients, families, and staff throughout their journey from admission to discharge.

  • Oversee daily residential operations ensuring a safe, structured, and therapeutic environment
  • Lead, train, and support a dedicated team of Psychiatric Technicians
  • Conduct tours and admissions, welcoming clients and families with compassion and professionalism
  • Ensure licensing compliance and audit-ready documentation at all times
  • Earn competitive compensation in an exempt, full-time role (Sunday–Thursday schedule)

This is a full-time, exempt position operating on a Sunday–Thursday schedule, ideal for a program manager ready to make a meaningful impact in a residential mental health setting.

If this opportunity excites you and you possess the following qualifications, we'd love to hear from you:
  • 2-3 years of experience as a Program Manager or in a related leadership role
  • 1-2 years of experience in a treatment-related field preferred
  • Strong knowledge of Adult Residential Facility (ARF) operations and DSS Community Care Licensing requirements
  • Demonstrated leadership experience managing team members in residential behavioral health or mental health settings
  • Excellent organizational, time management, and documentation skills
  • Current First Aid and CPR certification
  • Valid California Driver's License and current car insurance
Preferred, but not required:
  • Bachelor's degree or equivalent experience
  • Group Home Administrator Certification (or willingness to obtain within 6 months)

Reporting to the Director of Facilities, as Program Manager, you will lead the day-to-day operational leadership of The Meadowglade's 6-bed Adult Residential Treatment Facility (ARF). You'll oversee client flow, staff performance, documentation standards, and compliance with California Department of Social Services (DSS) & CARF regulations. The role requires exceptional interpersonal skills, operational oversight, and the ability to maintain a safe, welcoming, and compliant program environment.
Tours, Intakes & Admissions
  • Conduct facility tours for prospective clients and families, clearly presenting program structure, services, house guidelines, and therapeutic environment
  • Act as the first point of contact for new admissions, supporting intake paperwork, orientation, and acclimation to the program
  • Coordinate medication logistics and daily schedules in collaboration with the Outpatient Program Director and Clinical team
  • Ensure a seamless, welcoming admission experience that reflects The Meadowglade's mission and values
Program Operations & Client Experience
  • Oversee daily residential operations to ensure consistency, structure, safety, and therapeutic integrity
  • Ensure group programming led by Clinicians and Psychiatric Technicians are delivered as scheduled and aligned with program expectations
  • Maintain a clean, calm, organized, and healing residential environment
Family & Collateral Liaison (Non-Clinical)
  • Serve as liaison between clients and families regarding program structure, schedules, house expectations, and general updates (excluding clinical matters)
  • Provide clear, timely communication to support transparency and trust while maintaining appropriate boundaries
Documentation & Chart/Shift Note Audits
  • Conduct daily audits of Psychiatric Technician documentation to ensure accuracy, completeness, and timely entry into the electronic medical record
  • Ensure all required residential, safety, and program documentation is current, compliant, and audit-ready at all times
  • Conduct weekly ADP time audits for each psychiatric technician
Psychiatric Technician Team Leadership
  • Recruit, hire, orient, train, coach, evaluate, and—when necessary—correct or exit Psychiatric Technician staff
  • Ensure that team performance evaluations (90 day, annual) are completed timely
  • Conduct individual 1:1 meetings with each Psychiatric Technician on a monthly basis
  • Facilitate and deliver ongoing Psychiatric Technician trainings twice per month
  • Ensure appropriate staffing coverage in alignment with census and licensing requirements
  • Manage day-to-day timecard approval and exceptions within ADP
Client Safety & Oversight
  • Ensure continuous client supervision and adherence to safety protocols
  • Plan, conduct, and document required monthly safety drills in accordance with DSS and CARF requirements
  • Address incidents, safety concerns, and client complaints promptly and professionally
  • Collaborate with Clinical leadership on risk management and client support needs
Licensing, Compliance & Quality Assurance
  • Ensure full compliance with California Department of Social Services (DSS) Community Care Licensing regulations for Adult Residential Facilities
  • Maintain readiness for licensing inspections, audits, and surveys at all times
  • Keep all required licensing binders, postings, policies, procedures, and records current and updated
  • Implement and monitor corrective action plans related to licensing findings or internal audits
Cross-Departmental Collaboration & Teamwork
  • Conduct and facilitate monthly residential team meetings to review operations, safety, census, challenges, and successes
  • Work collaboratively with Clinical, Administrative, Facilities, and Executive teams
  • Organize, plan, and oversee client activities, with special focus on holidays, special events, and community-building experiences
  • Provide hands-on support during staffing shortages, high census periods, or urgent operational needs
